The main functions of the Education and Business Development Department are:
1. Assists the Mayor of the Municipality and the Plovdiv City Council in the implementation of the state and municipal policy in the field of education and business development;
2. Participates in the development of the Strategy for the Development of Education in the Municipality of Plovdiv, the Municipal Education Program, the Municipal Strategy for Supporting the Personal Development of Children and Students in the Municipality of Plovdiv, in the Municipal Action Plan for the Implementation of the National Literacy Promotion and Improvement Strategy and in district-level strategies, annual development plans, etc.
3. Ensures and controls the conditions and organization of the activities in the pre-school education in the municipal kindergartens and the conditions for the functioning and development of the municipal centers for support of personal development;
4. Conducts inspections in kindergartens and schools on problems in the respective field and in compliance with the normative acts;
5. Exercises control over the keeping and preservation of the obligatory documentation, the observance of the norms for completeness of classes and groups, prepares the plan-admission for the municipal schools for approval;
6. Ensures and controls the reach of children and students subject to compulsory pre-school and school education. Carries out activities to achieve a fuller reach of first grade and preparatory group students for each academic year.
7. Assists municipal kindergartens, schools and support centers for personal development (SCPD) in:
- providing the necessary facilities (construction, furnishing, repair, modernization, etc.);
- ensuring the nutrition of children in kindergartens and students in the initial stages of education;
- providing textbooks and training kits for free use by the children in the preparatory groups and students from grades I to VII;
8. Participates in the development, implementation and administration of electronic systems – for the admission of children to municipal nurseries and kindergartens and to students in the first grade; for managing activities related to the use of electronic diaries in kindergartens, automatic generation of fees due, informing parents and more.
9. Assists parents in applying for admission to municipal kindergartens and first grade and assists principals with questions regarding the electronic systems used.
10. Participates in the development of formulas and rules for the allocation of budgetary resources provided under uniform spending standards for schools, kindergartens and SCPD;
11. Carries out current activities for the allocation and allocation of funds from the Irregular Expenditure Reserve, determined by the approved “Formulas and Rules for Determining the Amount of Budget Allocated to Municipal Schools, Kindergartens and SCPD ” for the current calendar year;
12. Prepares and updates the budget of the function Education and Business Development – activity 389 “Other education activities” for the respective year;
13. Organizes and controls all activities related to the allocation of budget funds in municipal kindergartens, schools and SCPD, including on projects with external funding provided;
14. As an authorizing officer by sub-delegation for expenditure, the Department for Education and Business Development has independent accounting, which organizes and implements the financial and accounting activities of the department, in accordance with the Law on Accounting, the current regulatory framework in the budgetary sphere and the developed individual model of accounting policy:
- Performs accounting of the revenue and expenses of the department and prepares the statement of cash performance;
- Prepares and pays the staff salaries in the Education and Business Development Department – Activity 389 – Other education activities. Submits the necessary information in the TD of ANI and NSSI Plovdiv;
- Observes and implements the current and follow-up legal oversight of the preparation, processing and storage of accounting documents;
- Ensures the storage and use of accounting records in accordance with the requirements of the Accounting Act.
15. Prepares answers and opinions on issues related to pre-school and school education, upon request and in response to state institutions, organizations and citizens.
16. Carries out activities for implementation of the approved municipal educational programs (organization and control) and development plans.
17. Coordinates the activity of the department with the activities of education units in the district administrations.
18. Collaborates and carries out joint activities with trade union organizations of teachers and employers, with organizations from the civil sector, with other services in the administration (including mainly with MES specialists at national and regional level).
19. Participates in the organization of educational campaigns and competitions;
20. Takes note of the establishment plans of municipal kindergartens, schools and service units;
21. Develops and signs additional agreements to the existing Collective Labor Agreement, as well as a new Collective Labor Agreement for municipal schools, kindergartens and SCPD;
22. Organizes and supervises the activities related to the employment relationship in accordance with the current legal framework of the directors of the municipal kindergartens and SCPD.
23. Provides scholarships and one-time financial support for students on the basis of the Ordinance on the Terms and Conditions for the Exercise of Protection of Children with Expressed Gifts and the Rules of the Municipal Council – Plovdiv for financial assistance to children with expressed gifts from the Plovdiv Municipality;
24. Assists in the realization of various activities in the field of education (specialized trainings of pedagogical staff, seminars and discussions on important topics, literary meetings, exhibitions, etc.), works jointly with the associations of retired teachers.
25. Performs organizational activities related to the Student sports games, municipal events, in competitions on a regional level; anniversaries of schools and kindergartens for the year in question. Accepts and processes the documentation on the disbursement of funds for the events.
26. Performs ongoing activities (document acceptance, verification and processing) for the implementation of the MES programs.
27. Through the functioning pedagogical library performs reference-bibliographic, information and consulting activities with the help of a software product for libraries. It completes and enriches the book stock and caters to readers, mainly with a pedagogical focus.
28. Participates in the development of plans and programs related to the activities of the department.
29. Ensures the pursuit of active local policy and coherence between local, regional and national interests;
30. Analyzes the state of all spheres of public and economic life, monitors trends and plans strategic goals and measures for the development of the municipality.
31. Performs operational work, exploration of opportunities and coordination for attracting foreign and Bulgarian investments in Plovdiv Municipality;
32. Assists investors in Plovdiv Municipality – in administrative regimes and in working with other institutions;
33. Collects, processes, analyzes and stores information related to economic sectors and spheres, with macroeconomic indicators and statistics for the territory of Plovdiv Municipality. Providing business information to current and potential investors when needed;
34. Makes contact and provides direct assistance to the business representatives in the city of Plovdiv;
35. Organizes national and international business forums, conferences, discussion meetings, roundtables in the city of Plovdiv with representatives of local and foreign companies and promotes the potential of Plovdiv for them, familiarizes the interested parties with the opportunities for cooperation;
36. Coordinates and assist in the organization of meetings between the Municipality of Plovdiv and stakeholders – potential investors, representatives of already existing companies, representatives of educational institutions, branch associations, civic associations, youth organizations, NGO structures, etc .;
37. Prepare documents, articles, studies, publications, reports, analyzes, application forms in Bulgarian and / or foreign languages for the needs of the department;
38. Participates in various forums and conferences in the country and abroad, in order to present the potential of the city of Plovdiv to chambers, business associations, consultants, investors from different economic sectors, trade and economic affairs services, international delegations, representatives of the diplomatic corps, government, twin cities, foreign journalists, and more.
