Providing support to Ukrainian citizens in accordance with Council Directive 2001/55/EC

The Council of Ministers of the Republic of Bulgaria approved in its Decision of March 9, 2022, the introduction of temporary protection to displaced persons from Ukraine, in accordance with Implementing Decision (EU) 2022/382 of 4 March 2022 of the Council of the EU, establishing the existence of a mass influx of displaced persons from Ukraine within the meaning of Article 5 of Directive 2001/55/EC.
Temporary protection is granted as of February 24, 2022, for a period of one year.
* Citizens of Ukraine who, upon entering the territory of the Republic of Bulgaria, have not filled in the necessary documents certifying their explicit declaration of intent to use temporary protection, may do so by submitting an application to the State Agency for Refugees – https://www.aref.government.bg/
The Registration Centers of the Agency are situated at:
• 21A Montevideo str., residential district Ovcha Kupel, City of Sofia;
• 17 Mineralni Bani Region, Village of Banya, Municipality of Nova Zagora;
• 23 Druzhba Residential Area, Town of Harmanli.

* Application requests for temporary protection can also be submitted to the bodies of the Directorate „Migration“ – Ministry of Interior, as well as to the departments / sectors / groups “Migration” at the Regional Directorates of the Ministry of Interior and to the bodies of the General Directorate „Border Police“ – Ministry of Interior.

The submition of an application request for temporary protection to the State Agency for Refugees is necessary in order to receive the support described below. After March 31, 2022 it will also be a requirement to receive monetary aid of BGN 40lv., which are allocated for accommodation and meals at the place of accommodation, included in the National Tourist Register. The financial support will be valid for a period of 3 months, as defined in the Decision of the Council of Ministers.
* Support in finding shelter or accommodation, if needed, is provided to Ukrainians by the Registration Centers of the State Agency for Refugees. In addition, assistance could be received from the Municipality of Plovdiv – https://www.plovdiv.bg/. A dedicated direct telephone line is available at +359 800 112 32, from 8:30 to 17:00. Support for Ukrainian citizens is also provided by the Coordination Center of Plovdiv District Administration, e-mail address [email protected], tel. +359 32/ 605-550.

* Ukrainian citizens in need of healthcare could visit the following Diagnostic and Consultation Centers, located in the city of Plovdiv: DCC I (address: 5 Ponedelnik Pazar sq., tel. +359 32 628071; +359 32 623917; +359 32 349500), DCC II (address: 110 6-ti Septemvri blvd, tel.: +359 32 / 605 803, +359 88 231 44 44) and DCC V (address: 42 Saedinenie str., tel. +359 32/26 11 10, +359 32/26 11 00, +359 885 188 700). They need to contact the Registration/Information Desk at the medical center they choose to visit. In case of an emergency medical need, individuals granted temporary protection can receive medical care in the emergency centers, located in Bulgaria.

* Pre-school and school age children, seeking protection on the territory of the Republic of Bulgaria, have the right to receive education in a State/Municipal kindergarten or school respectively. In order to do this, the person should provide their Personal Number of a Foreigner (PNF), which can be found written in the registration card of the parent/guardian/trustee/representative of the child/student under 14 years of age, or in the separate registration card for persons over 14 years of age. Admission to the kindergarten or school is given after presenting a document from the child’s primary medical examination, certifying that he/she is clinically healthy. Such document is issued by the general medical practitioner, selected by the parent / guardian / trustee / representative of the child or a doctor in the units of the State Agency for Refugees.
In the absence of a document for completed grade, stage or level of education, assistance will be provided by a relevant child/educational institution in order to determine the appropriate group/class and profile/specialty for the child/student. Children and students seeking protection in Bulgaria, will receive additional education in Bulgarian language.
